There's a complicated include/noinclude dance in this page. What's its purpose? I'd like to move the paragraph on membership application to its own separate page (Members/Apply) and transclude it both here and in Members/List.

There's a complicated include/noinclude dance in this page. What's its purpose? I'd like to move the paragraph on membership application to its own separate page (Members/Apply) and transclude it both here and in Members/List.
