Custom cursors in vector.css
I've done 2 things,
- commented out the custom text cursor, which was the worst offender for Chrome Windows in not reading the cursor hotspot.
- the hotspots are read in Firefox and IE Windows.
- enabled user .css and .js, so you may over-ride any features you choose in User:<name>/<skin>.css or .js
