This is a category placed on pages which are repeatedly created by vandals. These pages are frequently deleted by sysops, only to have them recreated by vandals.
The purpose of this category is to track pages that are part of an experiment to blank those pages and semi-protect them against anonymous edits as a means of limiting the need to delete them over and over again.
